Yes to both. Recording, transcription, captioning, semantic search and the question answering all run on-device using Apple's Speech, FoundationModels and NaturalLanguage frameworks. Postcard has no servers and no account, so there is nowhere for your entries to be sent.
Capturing, transcribing, captioning, browsing and sharing work on any supported iPhone. The question-answering runs on Apple Intelligence, so that part needs a device that supports it — and Postcard deliberately does not offer Pro on a device that cannot run those features.
