Mimic is built for exactly that. The speaker embedding, the voice conversion and the audio playback all run on-device using Core ML on Apple's Neural Engine, so it works in airplane mode. Most voice cloning tools send your audio to a server; Mimic has no backend at all.

Mimic is a creative tool: voicing characters, narration and dubbing for your own videos, performing, and playing with voices with your kids. Clone your own voice freely, and anyone else's only with their clear permission. Using a cloned voice to impersonate someone without consent, to deceive, or to harass is against Mimic's terms and is likely illegal where you live. The app asks you to acknowledge this before you record a voice sample.
